tcpdump monitor mode error in 22.04

Bug Description

As of 22.04 LTS, tcpdump errors on the use of --monitor-mode (seen on a on a PAU05 USB device) with the message "That device doesn't support monitor mode."

This error does not appear and tcpdump functions correctly on the PAU05 device in Ubuntu 20.04.5 LTS and prior (tested back to Ubuntu 18.04.6 LTS)

Functionally-similar airodump-ng functions correctly in monitor mode within the same hardware and OS environment with the PAU05 device and in 22.04 LTS.

Via iwconfig, the PAU05 device continues to report it is in and seemingly working in monitor mode under all 22.04.01 and prior.
