ubuntu-mate 22.04.2 QA-test ; change monitor setup & one screen unsuble (re-filing)

Bug Description

This is a re-filing of https://bugs.launchpad.net/ubuntu/+source/mate-control-center/+bug/1944661

Same setup as the initial filing, same monitors that are shared with hp8200 that the prior report was filed against (this box replaced dc7700 in that report in sharing the displays).

Testing Ubuntu-MATE 22.04.2 daily (20230217.1) on
- hp prodesk 400 g1 sff (i5-4570, 8gb, amd/ati cedar radeon hd 5000/6000/7350/8350)

on adjusting displays to match my setup (one monitor above the other), my bottom monitor became unreadable with wallpaper & windows just a visual mess... Matches screenshots & description on https://bugs.launchpad.net/ubuntu/+source/mate-control-center/+bug/1944661

On changing the wallpaper though (on top monitor that I could use), both wallpapers changed & everything on the lower monitor was suddenly usable/viewable... The tagged bug was marked duplicate; but the image perfectly matched what I tagged.

I shutdown box; rebooted & repeated the operation & same response; my-top display is still readable & usable, however the bottom display is just constantly changing/flashing as I type, or appears to be on a very slow pattern (like once per second? something on screen updating I wonder??)

Please note the picture doesn't do it justice... as the lower monitor does NOT have a static image; it changes as I type, or on a slow interval (half to one second) when nothing on display appears to be changing.. Almost strobe type effect when I'm typing quickly..

On both runs (two live sessions); changing wallpaper would fix the issue (I also suspect the issue resolved itself on the second time momentarily prior to my clicking on a new wallpaper; but as I was concentrating on the usable monitor my 'timing' maybe incorrect).

easily resolved in both cases though; just change wallpaper & issue did not re-occur on session (why I rebooted & ran another new live session to re-create it).

The logical next step for testing this is to try lunar... does it occur there?
not for today anyway... (nor until we get jammy.2 out)
