NetApp volume busy on create from snapshot

Bug Description

Hi,

creating shares from snapshot sometimes fails with an 'volume busy' error.

It happens at applying snapdir visibility as well as setting volume size.

Reason is the ongoing clone split, we set this to true in our environment.

I suggest to do the clone split a bit later so that above operations on initialising the volume can be finished when the split job starts.

    NetApp: move split job to end

    Volumes may be busy during split operation, so other actions would fail,
    e.g. applying snapdir visibility, setting volume size ..
