Bug Description
LP:2004150 brought in an update for the flannel charm that had implications for canal. The relevant bits were committed, but there's a bit more we could do to make canal a better charm:
- remove/replace dead URLs
- sync changes from calico and/or flannel that have not made it into canal
- better unit/integration tests
