I had vlc from snap
snap install vlc
vlc 3.0.18 from VideoLAN✓ installed
or from PPA
vlc (3.0.18-
The one from PPA does not display local smb shares. These are actually samba shares from a router.

This is not a bug. There is no libdsm package in Debian/Ubuntu (yet) and this library is required for NetBIOS browsing for SMB shares, ie. it provides the "Windows networks" part of the left-hand browsing pane for VLC. Thus, due no libdsm package the feature is explicitly disabled for the VLC package builds in Debian/Ubuntu and also at ppa:savoury1/vlc.
These "standard" .deb package builds are distinct from Snap, ie. if you install VLC on your Ubuntu 22.04 Jammy system via "sudo apt-get install vlc" rather than via Snap you will see the same result as with VLC from my PPA, meaning no visible "Windows networks" in the browsing pane. However, connecting to media on SMB shares still works fine (as long as vlc-plugin-samba is installed) via the "smb:// XXX.XXX. XXX.XXX/ SHARE/FILEPATH" style of notation.
