sync request and UVF exception

Binary package hint: translate-toolkit

please sync translate-toolkit (1.1.0-1) from unstable; this new version is used by OOo upstream for their new translation database; veryfied that the only user in main (OOo) still builds and that the message are correctly exported (at least with the same results as with 1.0.1).
