Enable tenant namespacing in radosgw

Bug Description

Can we enable tenant-namespacing by default?

A customer has requested enabling `namespace-tenants` for an existing deployment to enable namespacing to match keystone tenant names. Which is not supported as documented [0].
But I do wonder why we can't have this enabled for new deployments. Are they new downsides/gotchas why this couldn't be done for new deployments?

This was accidentally enabled for some time in the past:

And then it was "fixed".

The unintentional part there was that we didn't want it to ship on-by-default for a newly released charm feature; I'm more and more in favour of enabling it by default at this point but nobody's asked for it!
