Bug Description

 [Impact]
    Adding these patches enables additional functionality and addresses bugs related to the Ubuntu kernel on Orin reference HW.

    Specifically these 3 patches (2 cherry-picks and 1 backport) add the MGBE driver.

 [Fix]
    These patches do not constitute a single fix or a set of fixes for bugs but instead enable kernel functionality as well as fix kernel bugs related to Nvidia HW.
