In holdings editor cannot select statuses if one status is not editable

In 3.10

When trying to batch edit item status, when an item is in a status that cannot be edited (such as lost, in transit, on holds shelf, etc), the list of statuses is locked in the holdings editor and user cannot select a specific status to edit. If only statuses that can be edited are chosen, then list is not locked and selected statuses can be edited.

Workflow --
editing items in a bucket to damaged status
statuses on items are available, missing, in transit, lost, on holds shelf
Select edit items from actions menu. Item status is locked and can't choose available and missing statuses to edit.

In previous versions, user would select all the items in a bucket, for example, select those statuses that can be edited for edit, then process the others (remove them from in transit, for example) and then edit.
