Bug Description
Evergreen 3.9.0
When creating a new shelving location if the "Owning Org Unit" field is left blank the shelving location appears to save (gives the Update Succeeded toast) but is not actually created.
The field should be required so that the pop-up doesn't close if you click Save without entering a value for "Owning Org Unit" first.
