update currency at program start always mark the file changed

Each time that I close the file the app asks me to save the changes (normally 2 changes) also if I have not made any change to the file. I can open the file and close it immediately and the systema asks me to save the 2 changes.

Version: 5.6.1 (but it happened also in the previous versions)

- Post pending scheduled transaction
- update currencies online

Ok so I guess it is because each time you launch HB:
- it load last file
- and update the currency rates

so you have 2 change, because you have 2 currencies

I will see if it is possible to detect change (or no change) more precisely
for example if the rate is the same = no change

only when the rate value change is counted as a change

also added an online API TTL : a smarter delay to avoid calling the api several time a day to get the same results

OK, I removed the flag "Refresh value online" and the app now don't ask to save. So I have solved my problem but I think it could be nice an option like "ask to save if refresh value online is active", this would give the oportunity to the user to chose if save automatically or not.
