Bug Description
Setting proxy settings is done through snap set system (e.g. snap set proxy ...), which requires `snapd-control` interface. This seems like super high privilege for something which should be covered by `network-control` interface.
This bug is a suggestion to add support for configuring the proxy settings via snapctl for snaps that plug `network-control`.
This bug is was created from an internal Jira issue, as it's scope was deemed too small to track via roadmap item.
