Bug Description
Bug 1955079 restored the email bibs functionality to the opac and staff client.
Some issue when emailing bibs with non-latin characters remain:
Concerto records 105, 187 - non-latin characters are mangled
Concerto record 206 - action trigger completes, but email is not received.
