Bug Description
envs tested: ussuri and yoga
A project admin can set the quota through the CLI using command "openstack quota set".
However, using Horizon, only a cloudadmin can set project quotas, as can be seen in [1].
Since this is a feature available through the CLI, I see no reason why it is not available in Horizon.
