Evolution ignores gconf setting /desktop/gnome/interface/can_change_accels

Bug Description

I understand that this is a hidden preference so probably this issue won't be fixed.
After turning on /desktop/gnome/interface/can_change_accels gconf setting I
noticed that Evolution totally ignores this but probably it shouldn't as this is
somewhat valuable to power users.

evolution stopped using that library, closing
