Add heartbeat_timeout to juju configuration

Bug Description

Hello There,

There are occasions where we need to adjust the heartbeat_timeout default, which is 60 seconds, to avoid unnecessary amphora failover actions.

Currently we can manually add this line under the [health_manager] section of /etc/octavia/octavia.conf on all units, however the issue is they would get removed upon reboots:

[health_manager]
heartbeat_timeout = 120

It would be nice to have this as a configuration option with the charm.
