When navigating to Serials Manage Subscriptions, Results not restricted to OUs in "Subscriptions owned by or below" field

When navigating from the Serials > Manage Subscriptions drop down menu in a bib record, the content of the subscriptions is not not restricted to OU scope defined in "Subscriptions owned by or below" field.
In our example, the "Subscriptions owned by or below" field has a branch value listed, but the results below are from the entire consortia. When you navigate to the "Subscriptions owned by or below" field and choose the exact same branch value, the results below are actually properly restricted. So, there's some problem on page load with the results query respecting the content of the "Subscriptions owned by or below" field.

Hi - I'm setting up new subscription records for our upcoming new subs term and this bug is driving me crazy! Not only do you always have to put in your system name to narrow down the list of subs, if you go to another tab within serials (like predictions or whatever), then go back to subs, all systems show up again. It's a very time-wasting and frustrating bug that I hope gets fixed someday soon...
