Plank's animations are not smooth and one cannot use 'nice' to fix it

Bug Description

At least on my system - a ThinkPad X1 with a quad-core and Intel graphics - Plank's icon scaling animations are jerky. I had thought to try to fix the problem by setting Plank's 'niceness' (using an autonice daemon) to a negative number. Yet, I believe that so doing gives the same niceness to . . anything that Plank launches (!).

Plank 0.11.89 (installed, i think, via PPA)
Linux Mint 21.0 Cinnamon
Intel graphics, running Mesa
