After upgrade abort and unlocked failure "complete initial inventory prior to unlock"

Brief Description

During the upgrade abort downgrade procedure after controller-1 was upgraded host-unlock was failing(Error Can not unlock host controller-1 that has not yet been inventoried. Please wait for host to complete initial inventory prior to unlock) after it was downgraded from 22.12 22.06 . Prior to the upgrade sysadmin Linux password was changed in this system.

Severity

Major: System only on controller working

Steps to Reproduce
1. Install system with 22.06 load and upgrade patch .
2. Change linux password on controller-0 . Verify both controller have the same password.
3. Verify no alarms
4. Start upgrade procedure upgrade controller-1.
5. Follow the upgrade abort procedure to abort and downgrade controller-1.
Controller-1 unlock failure.

Expected Behavior

No failure on unlocking the controller

Actual Behavior

host unlock failure after abort.
