[Impact]
We need the current version of llvm-toolchain-15 from lunar for the jammy HWE backport, so it makes sense to backport the same version to kinetic as well.

[Test case]
One way of testing this would be to run games with a Radeon GPU and check that there are no regressions.

[Where things could go wrong]
LLVM is a big suite, but the changes in the point-releases are strictly for bugfixes, and there aren't that many of them.
