gutter-buffers-tab is missing

The gutter buffers tab mode is missing. I have the mode set in my custom.el
 '(gutter-buffers-tab-visible-p t)

Buffer tabs are displayed on Redhat distros, CentOS and Fedora, but not on Ubuntu. Is there a package missing?
