Cannot edit call number from holdings view

In 3.10, cannot edit call number from holdings view - action menu - Edit call number when just call number is selected in holdings view. Editor opens but both save options are grayed out and not functioning.

If I select call number and at least one item, the apply all & Save and Apply All, Save & exit buttons are active and can save edits

Also applies to edit call number and item. Save buttons are not active until a barcode is added, creating a new call number and item rather than editing the current.

Work around is to select call number and item. User should be able to select just the call number to edit just the call number and not see or have to select an item.

Confirming Elaine's findings on 3.9.1 and noting that if multiple items are associated with a call number, you must select them all when editing call number and item(s).
