[juju 3.0] permission denied when running juju on fresh machine

Bug Description

Hello,

When installing the juju 3.0 client on a fresh machine I cannot run any commands:

ubuntu@juju-30:~$ juju add-cloud
ERROR cannot load ssh client keys: mkdir /home/ubuntu/.local: permission denied
ubuntu@juju-30:~$ juju --version
ERROR cannot load ssh client keys: mkdir /home/ubuntu/.local: permission denied

[To reproduce]

1. lxc launch ubuntu:focal --network br0 --storage nvme-vms --vm juju-30
2. snap install --channel 3.0/stable juju
3. set ubuntu password and login to ubuntu
4. The above output should be achieved

This is an upstream snapd issue https://bugs.launchpad.net/bugs/1997598

Manual workaround till it is fixed is to manually create the ~/.local/share/juju dir
