Container-build job not building rpms for Depends-on patches.

Description:

In testproject[1] we added a depends-on [2] but in the job result, we don't see build-test-packages triggered at all. [3]

We should include the `build-test-packages` role in the container-build job as well to build Depends-on patches so that fixes can be tested before the merge.

Build-test-packages is not integrated with container or image build in our CI.

The tripleo-common depends-on changes does not got picked due to following commit.

It install the packages from rpm instead of git clonned one.

I will take a look into this feature when I get time.

So with https://review.opendev.org/c/openstack/tripleo-ci/+/865502 we can go back to using vnev for those container build jobs if we want(revert https://github.com/rdo-infra/review.rdoproject.org-config/commit/362c67de5fc0d7e6b93fc4562747263e9146feab). Tested with https://review.rdoproject.org/r/c/testproject/+/46132
