I would say that this might be a bug in locales as it started conflicting with aria2 (which I already had installed from a long time) some time ago.

Same problem here on the same platform.

This is more an aria2 issue since locale is more global in scope.

aria2 should be compiled with the locale package as a dependency.

user@hostname:~$ ls -l /usr/share/locale/locale.alias
lrwxrwxrwx 1 root root 17 2008-03-22 05:42 /usr/share/locale/locale.alias -> /etc/locale.alias

This bug has been fixed upstream in 0.12.1 and in Debian with 0.12.1-1

If 0.12.1 are just bug fixes, I'd rather sync this instead of introducing an ubuntu delta.
