[neutron-lib] Stable py3x jobs failing

oslo.context removed the "tenant" field from the Context class [1]. This patch is included in oslo.context 4.1.0.

We need to backport [2].

    Fix pep8 job issues with pylint==2.15.0

    This patch also includes [0], needed to unblock the CI for
    stable/yoga. "oslo.context" has removed the deprecated argument
    "tenant" from RequestContext[1]. This patch is included in
    "oslo.context" 4.1.0 [2].

    This patch also includes [3], that fixes the "redundant-keyword-arg"
    pylint error in the "update_attributes_map" method.
