Bug Description

To integrate monitoring with cos, we need to define prometheus rules that can trigger an alert using metrics exported by exporters.

This bug is to investigate and define if there is any metric collected by telegraf that makes sense using in an alert rule.

The grafana agent machine charm will replace the telegraf one, though it might take a while. This bug may still make sense in the meantime.

Replaced by grafana-agent. And there is corresponding alert-rule in the charm.
