`snap refresh` shouldn't be subject to phased rollout

I ran `sudo snap refresh` and got a desktop notification telling me to close firefox to avoid disruption. I closed firefox and tried to get the update to no avail:

$ sudo snap refresh
All snaps up to date.

$ sudo snap refresh firefox

I suspect that the update is not installable due to phased rollout. If that's right, I believe that those opting in for having fresh snaps shouldn't be subject to the phased rollout.
