It looks like OOo-l10n-en-us is also an empty package. Presumably it should just be dropped? I can't see that it would be needed to be kept around for transitions, since OOo-common now provides the functionality.

Yes, it should still be around but the conflicts should be versioned so that it upgrades smoothly.
