Link Checker: Record ID Link does not work

Bug Description

The Record ID link in the Link Checker's Verification Attempt results does not seem to work. When clicked, I am expecting it to load the record in a new window, and it just silently fails.

I'm experiencing this on 3.7.3 and in a 3.9 test environment.

The module.open_marc_editor function in Open-ILS/web/js/dojo/openils/URLVerify/ReviewAttempt.js. It looks like it's trying to create a tab in the xul client. Oh, and dojo.

This will be resolved by bug 1993824, Angular Link Checker interface.

Angular Link Checker went in for 3.12 so marking this won't fix.
