Ubuntu settings gets very laggy most of the times in 22.10

Bug Description

Everything related to settings in the newly released Ubuntu 22.10 is very laggy. It might work fine for a while, then when I try scrolling, it laggs and nothing happens for a few seconds. It might even crash. This happens in Settings, in Extension Manager or some GS extension's settings.

I don't think that 'ubuntu-settings' is the package that you think it is so I'm moving this to 'gnome-control-center' which is the correct package for the 'Settings' application. As you are also reporting that other applications exhibit lags when scrolling then another part of GNOME may actually be at fault. If this problem has resolved itself since you reported this bug around four weeks ago then please let us know, thank you.

Could you include the 'journalctl -b 0' log from your system when you see the issue. If it's also an issue in other element then it's probably not setting. Could you try if gtk4-demo has the same problem? Is your CPU usage high at the time?
