ISO8859-02 encoding not respected on saving

Bug Description

Gedit used to keep the file encoding on saving.

With the introduction of the new text editor all my application specific files (which are required to be in iso8859-02) save with scrambled characters which look read well as utf-8.

It looks like it's always saving in utf-8 irrespectfully whether auto or manually saving as iso encoding... is selected in the save dialog.
