Thanks for taking the time to report this bug and trying to make Ubuntu better.

The logs attached by apport is not that helpful, I can identify that the service was not able to start properly but there is no service error log. Could you check the status of the rabbitmq-server service? You can run:

# systemctl status rabbitmq-server.service

In a clean Focal LXD container I was able to install rabbitmq-server, so I cannot reproduce locally.

I am marking this bug as Incomplete since I was not able to reproduce the issue locally, once you provide more information please set it back to New and we will take a look again.
