Alarming message on refreshing a charm with juju 3.1-beta1

Bug Description

When running juju 3.1-beta1 and doing a charm upgrade I get the following alarming message:

```
$ juju refresh indico --path=./indico_ubuntu-20.04-amd64.charm

Added local charm "indico", revision 1, to the model

```

The upgrade itself seems to work fine though.
