Bug Description

[needs-packaging] apt-transport-artifact-registry

   It contains an apt transport that can be used to configure
   authenticated access to an Artifact Registry package repository.

   Google Cloud Platform launched a new service to allow users to manage
   their own secure apt repositories. Part of the service allows you to
   control access via IAM.

   This is an apt plugin to use a VM service account to authorize requests
   to these secure repositories from Ubuntu.
