Bug Description

The keyword for enable per-tenant quotas should be 'use_keystone_limits'.

But it's 'use_keystone_quotas' in some documents.

    Fix a document description error

    use_keystone_quotas should be use_keystone_limits. Just like in
    Elsewhere.
