snap incorrectly reports all snaps up to date

snap refresh lists all pacakges as being up to date if the app (firefox) is open.

If I close firefox, then suddenly snap says it requires an update.

it'd also be nice if snap would remove the notification in KDE that firefox needs to be updated after running the update, but that's probably out of scope.

snap ideally would say "firefox has a pending update, but must be closed first"

On Ubuntu Lunar:

$ sudo snap refresh
All snaps up to date.

At this point messages were shown in KDE that multipass and firefox need refresh within 13 days. After closing both:

$ sudo snap refresh
firefox 106.0.3-1 from Mozilla✓ refreshed
multipass 1.10.1 from Canonical✓ refreshed
