Bug Description

netctl is a network management tool from Arch that has been packaged in Debian and inherited in Ubuntu. It depends on resolvconf for managing DNS settings. resolvconf is buggy and unmaintained, and de facto incompatible with systemd-resolved which is how we manage DNS in Ubuntu. We should remove it from the archive and blacklist it rather than leave it here and have users accidentally ending up with an unsupported and buggy network configuration experience.

netctl will work with many resolvconf providers, including resolvconf, openresolv, and systemd-resolvconf. There are currently no resolvconf related bugs on the netctl issue tracker.

You are correct. I knew that systemd-resolved now Conflicts: resolvconf, but had overlooked that it also Provides: resolvconf and the resolvconf commandline interface. So netctl doesn't need to be removed (but openresolv and resolvconf do, since they don't integrate with resolved).
