"Click on the release notes hyperlink to confirm that a browser launches and you are taken to the release notes discourse page."

I've booted the current kinetic candidate image, 20221018, and booted it using the default 'Try or Install Ubuntu' option. At the splash screen (ubiquity-dm), there is a line stating 'You may wish to read the release notes', with 'release notes' a clickable link as expected. Clicking on the link loads firefox which brings up a tab showing the kinetic release notes discourse page.
