Broken encoding in Last.fm submissions

Bug Description

While checking my Last.fm profile, I noticed that songs with non-ANSI characters in their names aren't submitted correctly. For example, 'El mañana' by Gorillaz, displayed correctly in the player, is scrobbled as 'Gorillaz – el mañana' (http://www.last.fm/music/Gorillaz/_/el+ma%C3%83%C2%B1ana). Here is the action log:

I'm using Exaile 0.2.12b on Frugalware Linux 0.8rc2 with Python 2.5.2.
