Charm stays in executing state during rocky-bionic deployment

When deploying rocky-bionic octavia units stay in executing state until job times out (14400 seconds). It happened in both test runs and also in manual testing before

Hi Marian,

Thanks for reporting this. Rocky is now end of life, although we do need to support upgrades through rocky. Have you seen this on any other supported releases of the charm?
