Bug Description

This is similar to 1963590; I believe our squid-deb-proxy should come with esm.ubuntu.com in the destination ACLs by default. The ubuntu-advantage-client 'pro' tool does not cope well with squid-deb-proxy denying these accesses: https://bugs.launchpad.net/ubuntu/+source/ubuntu-advantage-tools/+bug/1991859
