Need a more graceful way to display serials issuances

I thought this was already written up as a wish list. I'm seeing related display wish lists. Over the years and at several Serials Interest Group meetings, serials users in the Evergreen community have requested a more graceful and user-friendly way to display serials issuances. 3 main talking points:
1. When an issuance is received, it simultaneously creates an item. Most libraries do not allow patrons to place Copy level holds, and not everyone allows for Issuance holds.
2. Navigating through the copies is cumbersome, especially periodicals with higher frequencies (such as a weekly People magazine).
3. The "Issues Held" section of the bibliographic record is too far down from the main holdings information. This is particularly problematic for libraries that allow for Issuance level holds. There have been requests to better integrate the issuance-level information with the copy/holdings information.

Regarding Erica's third point I think that a possible solution would be hiding the item table in the record in such cases when the list of issues held is available in the record. And probably when the type of document is also serial.
