Allowing launchpad imports without a project

Bug Description

I want to import my Git repository to use as the Recipe.

I never had any projects when I was importing https://github.com/suntong/emacs-traditional.git
as https://code.launchpad.net/~suntong001/+git/emacs-traditional

Now I want to import my Git repository of https://github.com/suntong/libxft-git.git as lp:~suntong001/+git/libxft-git, i.e.:
https://code.launchpad.net/~suntong001/+git/libxft-git

But it requires me to have a registered project to put it in.

As per Colin Watson (when answering https://answers.launchpad.net/launchpad/+question/703355)

So I'm opening this bug report to allow imports without a project, as it is a better option IMO than creating lots of *root* projects.
