There was a similar bug few months back: https://bugs.launchpad.net/tripleo/+bug/1980255
This was fixed in openstack/tempest 30.0.0 release.

In the current job i see tempest version is 31.1.0-0.20220705141358.56d259d.el9.noarch

Just to update this issue is intermittent and i have seen it in wallaby check/gate jobs too, please check the older bug https://bugs.launchpad.net/tripleo/+bug/1923194 and this would need some fixes from tempest master in wallaby.

I think this is for other bug https://bugs.launchpad.net/tripleo/+bug/1990480 but not this.

After upgrade tempest to 32 the test is passing now, we can close this bug.

Yes tempest-32.0.0 included the fixes and is now updated in RDO Wallaby+ with https://review.rdoproject.org/r/c/rdoinfo/+/45168 and is available in both c8s and c9s current-tripleo repos, So closing this issue as fixed.
