Please block php8.2 from syncing

Bug Description

PHP 8.2 is scheduled for release on November 24th, 2022, as per https://wiki.php.net/todo/php82.

Debian has already uploaded 8.2.0~alpha3-1 to experimental.

Since we only allow 1 version of php in the archive, and to allow time for us to prepare for this next major release, please, block php8.2 from syinc'ing for now. Once it is out, we can then decide, plan, and act on releasing it in Ubuntu.

Note that currently, there are no changes to php-defaults regarding php8.2, and our package contains a delta ATM, therefore, there is no need to block it as well.

P.S.: while there is already a LP component for the package at https://bugs.launchpad.net/ubuntu/+source/php8.2, I could not file a bug against it.

And yeah, sorry for the confusion +junk repositories do not allow proper PRs.

This is pretty much the same change as 8.0 was back in the day.
