Bug Description
Snapcraft 7.1.3 on Kinetic
```
mkdir bar
cd bar
snapcraft init
snapcraft --use-lxd
# ...
error: cannot perform the following tasks:
- Setup snap "snapd" (16778) security profiles (cannot reload udev rules: exit status 1
udev output:
Failed to send reload request: No such file or directory
)
An error occurred when trying to execute 'snap install /var/tmp/
```

A similar roblem appears on the default run with `base: core22`, which uses LXD by default.
