[Impact]

 * Support thermald on Raptor Lake S CPU.

[Test Plan]

 * Use a machine with a Raptor Lake S cpu.

 * systemctl status thermald

 * Status of thermald should be `running`

[Where problems could occur]

 * This change is to add support for Raptor Lake S in thermald, which won't impact other hardware.
