Ubunty Unity 22.10 ISO, does not contain ubiquity

Ubuntu Unity 22.10 ISO from 2022-09-09, does not contain ubiquity or another installer, so the ISO is useless.

I loaded the Ubuntu Unity ISO image from the official Ubuntu web site for the development editions of the flavors.
I can't install Ubuntu Unity 22.10, because the installer is missing on that ISO image.
I can't use apport-collect because Firefox is not installed on that ISO image.

Normally booting the ISO image or a DVD you get a choice "try-out or install Ubuntu" or at least you get an icon somewhere you can click to start the installer.

All that is missing from the ISO, it looks like a "final installed system" is written to the ISO image instead of an "image for installation".

This is the scree I get directly after booting the ISO image, please where is the installer? It is nowhere to be found also not in the menu of programs.
Why do I get Gnome instead of Unity, is that a joke?
