revisit 65-k8s-app-upgrade.sh to include in 22.06 -> 22.12 upgrade

Bug Description

Currently 65-k8s-app-upgrade.sh fails upgrade-activate. As in current master branch, there is no application update needed from 22.06 -> 22.12 upgrade, the script is temporarily restricted to only run when upgrade to 22.06.

The script needs to be revisited to ensure a) if it is needed for 22.06 -> 22.12 upgrade, and b) if so, make it compatible to 22.06->22.12 upgrade.
